A landmark moment in Nigeria’s international library diplomacy was achieved on 12 August 2026, as the National Library of Nigeria (NLN) and the Qatar National Library (QNL) signed a Memorandum of Understanding (MoU) aimed at deepening cooperation in knowledge exchange, research, technology, cultural heritage, professional development, and public engagement.

The MoU was signed in Busan by Prof. Chinwe Veronica Anunobi, National Librarian and CEO of the NLN, and Huism Tan, Executive Director of QNL, with Nigeria’s Ambassador to the Republic of Korea, Prof. Nora Ladi Daduut, in attendance.

This agreement is the culmination of a relationship initiated by Nigeria’s First Lady, Senator Oluremi Tinubu, during her visit to the Qatar National Library in Doha. The First Lady praised QNL’s state-of-the-art facilities and its innovative approach to knowledge, research, and cultural preservation, emphasizing the importance of safeguarding Nigeria’s rich heritage for future generations.

Following this visit, the Minister of Education, Dr. Maruf Tunji Alausa, played a pivotal role in advancing the partnership by engaging with QNL to discuss technical collaboration in digital services, preservation, staff development, and innovative library technologies. Dr. Alausa also facilitated the visit of Prof. Anunobi and her team to Qatar, enabling direct professional exchanges that enriched the discussions.

The Nigerian delegation’s visit to QNL allowed experts from both institutions to share insights on digital transformation, preservation, electronic resources, automation, smart library systems, and public library services. This engagement provided Nigeria with practical models for modernizing its national library and laid the groundwork for sustained cooperation.

The formal MoU establishes a framework for collaboration in scientific, technical, and cultural fields, including cultural exchange, joint public engagement, sharing of educational and research materials, joint content development, and mutual promotion of projects.

A key focus of the partnership is digital preservation and cultural heritage. Nigeria’s vast collection of historical records, indigenous knowledge, manuscripts, photographs, and other materials requires advanced technologies and professional expertise to ensure their longevity. QNL’s experience offers valuable support as Nigeria enhances its digital services and heritage preservation efforts.

The agreement also reflects a modern vision of national libraries as custodians of national memory, facilitators of research and education, and protectors of cultural identity. Through this partnership, NLN and QNL aim to learn from each other and develop programs aligned with their national priorities.

Ambassador Prof. Nora Ladi Daduut’s presence highlighted the diplomatic significance of the event, underscoring libraries’ emerging role as instruments of cultural and knowledge diplomacy. Her participation symbolizes the growing recognition of libraries as bridges between nations beyond traditional diplomatic channels.

This partnership journey—from the First Lady’s inspiring visit in Doha to the signing of the MoU in Busan—illustrates a progressive collaboration fueled by ministerial support, professional engagement, and institutional commitment.

For Nigeria, this partnership offers a valuable opportunity to advance digital transformation, cultural preservation, research, and professional development in its national library system. For Qatar, it strengthens ties with Nigeria’s rich intellectual and cultural heritage.

Though the signatures on the MoU may occupy only a small space on paper, the vision they represent is vast: a shared dedication to preserving knowledge, empowering libraries, and safeguarding the memory of nations for generations to come.
