AfDB Appoints Keyamo to Lead Africa’s $7bn Aviation Transformation Drive

Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, has been appointed by the African Development Bank (AfDB) as the African Champion for the newly launched $7 billion Integrated Aviation Transformation Programme for Africa (IATP), in a move expected to reshape the continent’s aviation sector.

The appointment places Nigeria at the centre of a major continental aviation reform initiative aimed at boosting infrastructure development, enhancing connectivity, improving safety standards, and attracting large-scale investments into Africa’s air transport industry, a statement by the Ministry’s Spokesperson, Chindaya Ahmadu Audu Adamu noted.

Speaking on the development, Keyamo described the appointment as a historic responsibility to drive long-awaited reforms capable of repositioning Africa within the global aviation economy.

“This is not merely a title; it is a call to action,” the Minister stated. “It is a responsibility to drive tangible and transformative aviation projects that will redefine connectivity, safety, efficiency, and economic growth across Africa.”

According to him, the AfDB specifically selected him to champion the implementation of the IATP, a $7 billion platform designed to mobilize private, institutional, and concessional financing for aviation development across the continent.

He disclosed that the formal signing of the Letter of Intent between the AfDB and the Federal Government of Nigeria would take place on May 28, 2026, during the Bank’s Annual Meetings in Brazzaville, Republic of Congo.

Keyamo noted that the AfDB acknowledged Nigeria’s ongoing aviation reforms and policy direction under the Renewed Hope Administration as major factors behind the appointment.

He observed that although Africa accounts for nearly 18 percent of the global population, the continent contributes less than 3 percent of world air traffic, a situation he described as unacceptable.

“As Champion of the programme, I will work with member states to coordinate policy alignment, drive continental advocacy, and support the deployment of the $7 billion investment package for airport modernization, aviation safety, operational efficiency, and regional connectivity,” he said.

The Minister further stated that Nigeria would serve as a model for the initiative by leveraging its market potential, reform agenda, and growing investor confidence to attract the first wave of aviation investments under the programme.

“This appointment is a testament to what intentional leadership can achieve. I accept this challenge not only on behalf of Nigeria but for every African nation yearning for seamless, safe, efficient, and world-class aviation services. The era of Africa being an afterthought in global aviation is over,” he added.

The development is also seen as a major boost for Nigeria’s standing within the international aviation community and a reflection of increasing global confidence in the country’s aviation reform agenda.
