The Managing Director and Chief Executive Officer of the Nigerian Independent System Operator (NISO), Engr. Abdu Bello Mohammed, FNSE, has proposed the establishment of a NISO-State Technical Working Group to strengthen collaboration with state stakeholders and advance an integrated electricity market in line with the Electricity Act 2023.
Mohammed made the proposal on Thursday, October 22, 2026, while delivering a presentation at the National Workshop on the Electricity Act 2023, held at the State House Auditorium, Presidential Villa, Abuja.
He also proposed an annual energy planning summit involving NISO and state governments to assess available energy resources, forecast electricity demand and promote coordinated electricity market development across the country.
The NISO chief stressed the need to harmonise technical standards, facilitate data sharing and strengthen coordination between state electricity markets and the interconnected national grid.
He further recommended the development of a national state coordination framework, the institutionalization of integrated energy planning and the adoption of a phased implementation roadmap to support the effective execution of the electricity sector reforms.
According to him, these measures would help align state electricity market operations with the broader national power system while improving planning, reliability and efficiency.
Mohammed explained that the objective was not to centralize electricity markets but to ensure that they operate collaboratively within a reliable, coordinated and well-managed electricity system.
The proposed initiatives are aimed at strengthening cooperation between NISO and state electricity stakeholders as Nigeria continues to implement the reforms introduced by the Electricity Act 2023.
